Enable filtering for user responsibilities within DOCS

Enhance the Docs module by introducing additional filter options:
- Filter document sections assigned to specific user(s)
- Filter document sections with comments assigned to specific user(s)
This feature will enable users to quickly identify their responsibilities and locate document sections requiring their attention upon logging into the Docs module.
